Select Comment > Add a sticky note, and place it near the image.

You can hide the icon or place it subtly, and the note will display on hover.

Use a Button Field (in a form):

Go to Prepare Form > add a Button over the image.

In the Tooltip field for the button’s properties, enter your hover text.

Set the button to have no visible appearance (no border/fill) and No action.
This way, users hovering over the image will see the tooltip you’ve defined.
