Inability to Checkout and open after clicking in SharePoint2019 library file in IE

Hi all, I set up a sharepoint2019 environment and updated the package to the 2019.11‘s package.But end-users are unable to go click on a PDFs from SharePoint in IE directly in Acrobat and check-out/in the document. On sharepoint 2013 and 2016 environments, after I updated, I can directly open the document directly on Adobe.Before open the document,Adobe will pop up the checkout option dialog.But on sharepoint 2019,I made the same settings and clicked the document to open it directly in adobe. The checkout option dialog did not pop up to ask me if I want to check out. How can I make it pop up checkout option dialog before opening the document on sharepoint 2019? Thanks!
