InDesign Tab Order Not Working with Interactive PDF

Hi there!

 

I've seen a bunch of posts on this issue, but most of them advise to fix it in Acrobat Pro. My problem is I ONLY have InDesign 2025 (v20.1 x64)

 

I've set the tab order by:

  1. Object ... Interactive ... Set Tab Order
  2. Window ... Articles
  3. The form layers (ordering the fields top to bottom)

 

None of these are working when I export the form.  Sometimes the tab order breaks down after the first 7 or 8 fields, sometimes less. I am checking the "Use Structure for Tab Order" when exporting.

 

Can anyone assist? (please do NOT tell me to do it in Acrobat 😂)
