Installing Acrobat Pro on Citrix and allowing non-users access to Reader

Hello, I want to install Adobe Acrobat Pro DC on our Citrix servers which have ~50 users. Only 15 of them have Pro licenses / Adobe accounts. I want non users to have the ability to still access Adobe Reader, but if I install Adobe Acrobat Pro DC, it uninstalls reader and people that do not have accounts cannot use the program.

Has anyone accomplished this?
