Hello and thank you in advance!

I built a ton of enrollment forms. Designed in InDesign and functionality all done in acrobat. We have QC'd them and they function properly in acrobat but when uploaded to where they will live online, they don't function well in a browser. Especially the tabbing through of form fields which are in order. The client has asked if we can get them to work in broswer OR if not, to lock them in broswer and force a download somehow.

Can anyone provide some help here please? Thank you!

The easiest way is to embed your form into a PDF Portfolio.

Otherwise you can use these great tips (copy-paste the URL in Google Translate if you can't read French):

If you upload them in a zip file it will force a download.

Not much you can do, the best way is to instruct users to download file and fill it with desktop app.
