Interactive PDF form with picture upload: needs to work for mobile

Hello everyone,

I have searched the discussions here to find an answer for my problem, but I could not find any. So...

I created an interactive PDF form for my colleagues. Whenever they are with customers, they need to fill out the PDF form and they should be able to upload pictures of our products. They are working with iPads and Windows tablets. And, since the regular picture upload given in Acrobat Pro is Javascript, it does not work on mobile devices.

Is there any way to upload pictures to an interactive PDF form without Javascript? Is there any recommended Software besides Acrobat? I need something simple since other colleagues should create PDF forms, too.
