Invalid use of a "THead" structure element on a Table that flows to next page

I created a form with tables that are tagged appropriately (TH) and (TD). Unfortunately, there wasn't enough space on the page the table was on, hence, I had to link the rest of the table to the following page. This has caused an issue with PAC, stating I now have a failure,

How can I correct that error? The highlighted is the problem.
