Is Acrobat License Required to Develop Applications or is the Public SDK Sufficient?

Hello Acrobat Community!

We would like to integrate Acrobat SDK onto our servers to process requests coming from our software to open, search, and extract text from PDF's. Our software would be deployed client-side, and the whole process is similar to a SaaS setup.

One of our developers found that the Acrobat SDK which is available for public download may not have all of the .dll's required to build plugins: https://www.adobe.com/devnet/acrobat/documentation.html

Because of this, I'm thinking that we may need to purchase Acrobat 2017 (prefer 2017 because option for a one-time fee) to access those DLL's so that we can start development.

Can anyone please confirm this or provide any more information which can support us?
