To be a bit more concise, PDF files may contain combinations of the following graphic object types:

  • Text realized via fonts (with intelligent scaling of outlines via “hinting”).

  • Vector objects (geometrically scalable filled and/or stroked objects defined by line and curve paths.

  • Raster images (defined by bitmaps at a particular resolution with lossy scaling).

It can be. The text in it is, usually, unless it's a part of an image. And it can contain either bitmap images or vector graphics.
