Is it possible to control how the user sees a PDF?

I have created a PDF from indesign with a simple hyperlink navigation to be posted on a website. When the the PDF loads in the browser, the view is in single page continuous and the hyperlinks don't work (safari) they work in chrome but still in single page continuous. I would like it view in just single page, so you can move from page to page only with the navigation. I have the page view in Acrobat DC set to single page.

is it possible to set the PDF up to do this? if not, what is another option?

You might look into the Publish Online feature of InDesign, where you can include an option to download a PDF.

It's possible to display an error message if the file is opened using Chrome. Not sure about Safari.

You can't control what the user use.
