I'm wondering if it's possible to deactivate my Acrobat 9 for windows and install it on my new Mac. I have reached out to support but they only provided me a link for the Windows download.

No. Acrobat 9 was licensed for a single platform. You either licensed it for Windows or for MacOS. When Acrobat 9 was still supported, you could have asked for a “cross-grade” to swap your Windows license for a MacOS license, but Acrobat 9 hasn't been supported for a number of years and such “cross-grades” are no longer available. Note that if you subscribe to Acrobat DC, your license is indeed usable on either platform.

With what you currently have, your only solution is to run Acrobat 9 using Windows installed on MacOS.
