Is there a custom script I can use to allow a text field formatted for numbers to begin with "0"?

Is there a custom script or validation tool I can use to format a text field for numbers so that a number entered begins with "0"?  Example: 0700...

1. I want the field to automatically switch to the numeric keyboard on a mobile device.

2. Properly display military time entered.
