Is there a way to create a template for WCAG 2.1 legal / legislative documents so that the headers, footers and pagination fall in the right order?

The state legislature produces many documents for the public. Proposed and enacted laws, testimony,  legal references, etc. Is there a template for these so that readers always read the page number and header first, footers last AND will read out that something is a header or footer?

    Thank you, but that’s not the answers I needed. I’ll check with CoPilot and maybe someone with experience in these kind of tricky ADA documents export will see this.
