Is there a way to make Send as Attachment the default option when sending via the envelope icon?

My boss is used to the old way where he could click on the envelope in the toolbar in order to send an attachment.  Now he has to click the envelope, click on send attachment, and then click continue before he can send his attachment. 

Is there a way to make it work the way it did before and he only had to click once?
