Is There A Way To Place A Frame Around A PDF Document?

I would like to place a custom frame of about 2" around a .pdf document, such as a wood grain or even if it's only a plain dark grey. Can I do this with either Acrobat itself or some other software package (preferably not too expensive or at least one with a free trial).
 
So far, all I've been able to find online are ways to place borders around objects inside a .pdf document but not ways of putting a border or frame around the entire document itself. I am using Windows 10. Thanks for any help.

You can create a custom stamp that will do this. In Indesign or Illustrator, make a compund path: a rectangle with a knocked out. Or in Photosohop, make a graphic with a transparent center. Export as PDF. Import the PDF into Acrobat as a custom stamp.
