Is there away to password protect specific blocks in PDF? [Edited for brevity]

Is there away to password protect specific blocks in PDF? For instance, after a digital signature is place in "Approval Authority", I would like to obscure the SSN field and Address fields.  I would like to be able to remove the obscuring field by clicking the field and typing a password. I do not want any other fields to lock.
