Is this a bug? rotate pages in "Combine files"

I bring my files into "Combine files" When I hover on a file I just get the trash can or a magnifying glass. If I go up to edit>rotate pages the two options (clockwise/counter clockwise) are greyed out. Rotating a page used to be simple but not now, is this a new bug?

There you can't rotate pages. Use the tool "Organize Pages".

Tried that, when I clicked "organise pages" the files disappear and I get a dialog box asking me to select a file in a

Mac OS diaglog box and all of the files I'm trying to combine are greyed out in the Mac OS dialog box.Why don't the files you are combining stay on the screen? I don't recall Acobat being this user-unfriendly in previous versions.

Combine the files first and then use "Organize Pages".
