Layering/combining two or more pdf files

I have two 10 page PDF files. These are sewing patterns. The first file is size small t -shirt and the second file is for a medium size t-shirt. 

 

I have to combine these two (10 page) files into one pdf file where the two sizes are layered. 

How can I do this? So the that the two sizes are on top of each other and I can turn the layers on and off.

I would use InDesign or Illustrator to create a new file with 10 pages (or artboards) and two layers, place the PDF pages into the respective pages and layers (or copy & paste if the PDFs were created with Illustrator), save as a layered PDF from Illustrator, or Export to an interactive PDF, including layers from InDesign.

Tip: you can add buttons to show and hide the layers. Edit the buttons in Acrobat to create an interactive PDF, which would need to be viewed in Acrobat or Reader, as some PDF viewers do not respect layers.

Go to the Layers panel. Import as layer.

Yes but then I can only add 1 page of that second file. How can I add all 10 pages?
