Layering Issue or File Issue

What we see is not what we get when printing. View does not accurately represent what is file. Layering issue?

Hope you are doing well and thanks for reaching out.

Is this an issue with a particular PDF file or with all the PDFs? Please try with a different PDF file and check.

Also try to print the PDF file as an image. Open the PDF file > go to Print > Advanced > Print as Image and check if that works.
