You can't close it "permanently". It is possible that the file's Initial View settings instruct the application to display it, though. If that's the case you can change that by going to the file's Properties - Initial View and changing the Navigation Tab setting from "Layers Panel and Page" to "Page Only". Then save the file and the next time you open it, the Layers panel should not appear.
