Licensing Pro in Azure virtual Desktop

What's the best plan for licensing the Pro version of Acrobat in a Multi Session Host environment, where there are more than 3 hosts to connect to? 

I don't want users to have to constantly sign in and out, so they are only active on a limited number of desktops.  This isn't a user friendly way to manage the application.

All of the users are currently individually licensed for Pro, but as soon as they login to 4th, 5th etc. desktops then they are prompted to manage their sign-ins
