Link to specific page in a pdf

I am trying to create a URL to a specific page within a pdf. I have done this numerous times in the past, but the function no longer seems to be working.  I am using the #=Page number function, but it continues to direct to the first page of the pdf. I have tried using Chrome and Edge. Is this function no longer supported?  Suggestions?
