Links in pdfs posted online not going to document location?

Hello,

I have a group of pdfs that I post online, they start out as Framemaker files and I convert them to pdfs.  The links from one pdf to the appendix pdf are not working correctly online, the link goes to the exact location in the appendix the first time, and then if you try another link it takes you to the starting page of the appendix, it doesn't matter which link you try after the first one, even the same link, it does not go to the location.  If I open the document from the server and use adobe pro the links all function correctly.  The links function to go to other pdf documents and any that are connected to webpages.  Please let me know if you have any ideas on how to fix this?  It wasn't an issue until now, we started with a new server last month, but everything ran fine for the first month.
