Livecycle ES4 SP1

I currently have LiveCycle ES4 (version 11.0.0).  Apparently there's an SP1 version of this.  My understanding is that the download link for SP1 is: https://offers.adobe.com/en/na/leap/landings/lces4_sp1.html

I go to that link, fill out all the info and get to the "Download Adobe LiveCycle ES4 SP1" page.  When I click the link for "Tooling LiveCycle Designer ES4 Service Pack 1 (11.0.1) English", it sends me to the following url: https://offer2.adobe.com/pub/adobe/magic/livecycle/lces4_sp1/designer/designer11_english_sp1.exe and I get an error message that says "An error occurred while processing your request" with a reference number.  Is there another way I can get this download?
