Lock pdf for selection

How can I completely lock the whole pdf so nothing can be selected or is detected for editing? All I want is to be able to type text on top. I've tried flattening it, but it still detects text and bits of the background. I just want to be able to add in more text without the background getting in the way.

Use the Add Text commenting tool, or a text field.

I can't use commenting, because I need to be able to format the text. I can only format the text the way I need it if I use insert text, but then it recognises the whole background, and it becomes hard to work with and very slow. I don't have a very high RAM and need it to be the simplest possible.

I managed to turn off text recognition, which I think has done the trick. Thank you
