Is it possible to open files that were linked as annotation on a pdf file on my iphone or ipad?

Your PDF file needs to be open in Adobe's mobile version of Reader, and your attachments have to be added via the attachments pane, not using an attachment annotations, then you can access the file using the paperclip button in the lower right corner of the display (that's for the iPhone version).
