Margin break does not exist

There is no margin break -- the paragraph is one long sentence that runs off the page, making the type so small it's impossible to read.

How did you create the PDF file?

I did not create it. It came to me from our computing department. Computing loads the documents onto the internet, then It’s my job to download them to my PC. I would surmise that the documents start out as an html.
