Measuring Tool Not Measuring Properly

My measuring tool has stopped measuring correctly. I am changing the scale to the proper scale for the drawing, and the drawing is in its original formatted size. When I measure it give me an incorrect measurment, and even changing the scale ratio does nothing to change the measurement given.
