Menu Bar & Toolbar Will Not Stay On

After updating to Version (26.001.21431) none of the toolbar or menu bar settings will stay active. I have tried a “Repair Installation”, a "Restore last view settings when reopening documents", and “Reset Toolbars”. No matter what every ocument I open now defaults to the menu bar and tool bar being turned off. 

Please fix this. It has never been an issue until the latest update.
