Menu popup prevents image resize

Suddenly, whenever I paste and image and want to re-size it, I click to handle and a pop-up menu appears. The pop-up items are active but the handles are not -- when I click on a handle, I get the pop-up menu, no ability to resize. How do I make this menu go away so I can operate using the handles?

Problem solved for now...I closed the application and re-opened. Now it's letting me operate the handles.
