Missing notification for signature

I sent out a form for signature to 2 parties and only the first person received the email notifcation. After the first person signed the document, the second person was not notified that the document needed to be signed. They were only able to view that it needed to be signed after I sent the reminder notification. Is there a setting I need to change or the receipient should change?
