Missing Prepare Forms in Adobe Pro DC

I now have Adobe Pro DC and Creative Cloud on my work computer as of Oct 2020 but I no longer have Prepare Forms in my toolbar on Adobe Pro.  Could it have something to do with the addition of the Cloud?  Before Adobe Pro was reinstalled on my computer it used to have all the Tools.  The members of our Tech Department don't have an answer for me.  Any suggestions?
