Move/Relocate pages in thumbnail window

I use Adobe Acrobat XI Pro.  I want to be able to move pages around within the document.  From the tutorials I understand that I should be able to do this by opening the Thumbnails window pane and click and drag pages into their new location.  The program do not let me drag the pages to where I want them.

Please Help. Thank you.

Yeah I have this problem too. Sometimes it works and sometimes it doesn't. Long story short, Acrobat sucks. (It is really annoying when we have something come in that needs to go out immediately and it can't because Acrobat is doesn't want to comply. When I am in a pinch what I do is rename the files in the order I need them ( A, B, C, D, etc); then when you combine them they are in the right order. But this issue INFURIATES me.

Make sure you zoom out so the entire page is visible on the screen before attempting to drag its thumbnail. Otherwise you might end up dragging the zoom box around, instead of the page itself.
