Moving annotations in content panel causes them to disappear

Acrobat Pro DC 2018.11.20038, InDesign 13.0.1 (Macintosh OS 10.13.3)

I'm making a PDF with a map with locations. When I click on the locations, a popup appears with descriptive text. I'm building the location points and the text popups in InDesign as buttons.

When I export to interactive PDF, everything works fine, except the front-to-back order of the locations and the callouts is reversed. In other words, the location buttons sit on top of the callouts. I understand that is a feature, not a bug. When opening the Content panel I can see my "buttons" under Annotations. When I attempt to drag the order so that my "callout" is below my "point", whatever annotation I'm dragging vanishes, along with the actual page element in the PDF!

I've uploaded the PDF, which also includes a screenshot of the Content panel.

I welcome any workarounds or fixes on this.

You can remove the yellow dot from your callouts, then they wouldn't hide the blue dots (a button can be invisible).

Buttons cannot overlap each other, one work-around is to use InDesign layers, instead of buttons. Set up your InDesign layers then edit the buttons in Acrobat to show/hide the desired layers. Here is a DropBox link to a sample PDF, with instructions on page 2.
