Moving Indesign document to pdf and pages have correct visible orientation but fields are rotated.

Im migrating a document from indesign to acrobat to add form fields and navigation buttons, the pages appear to be orriented correctly but when a button/field is copied to certain pages the orientation is rotated.  There are a large number of fields over a good range of pages making resizing/recreating the individual fields not ideal is there a way to adress this on a by page basis in indesign pre export to handle this and avoid editing fields?
