Adding to what our community product expert has already shared. The PDF isn’t protected, so this doesn’t appear to be an editing restriction. In Acrobat, hover over the text box’s border until the cursor changes, then drag the box to move it. Clicking inside the text lets you edit the text rather than move the box.

Also, note that in the free Reader, "add text" is normally done with the Fill & Sign > Add text tool. In that case, the text sits in a field that you move like this:

1. Single-click the text to select it until the box (outline) appears around it.
2. Move the cursor over the box until it turns into a four-way arrow, then click and drag to where you want it.
3. If dragging won't work, use the keyboard arrow keys to "nudge" the field bit by bit (for single-line text, the arrows move the field; resize it with the font size, A- / A+, in the field toolbar).

This is different from the "click the border of the box" method suggested above, which applies to Acrobat's Edit PDF tool (the paid version).

Are you using the freeware Acrobat Reader desktop app or Acrobat Pro? To check, go to Menu/Acrobat? Help > About Adobe Acrobat.

A very common cause of "I placed the text, but it won't move/resize" in Fill & Sign is Snap to Grid being on. Check: View > Show/Hide > Rulers & Grids, and uncheck "Snap to Grid."
