Navigating comment list bug

The comment list can be navigated by using the arrow keys, up or down for previous or next comment, assuming the focus is on the comments and the cursor is not in text selection mode.

However, I am experiencing a bug in which, instead of navigating to the next comment, the down arrow key seems to move the entire list down a page at a time. And when this behavior is happening, the up arrow key does not reverse the movement of the comments, but only continues going further down the list, to the end.

I cannot reproduce this on demand, but it happens regularly when navigating through a PDF with hundreds of comments. I can't say for sure, but it might be triggered by going away from the app (for example, to InDesign), and then coming back.
