Need Adobe Acrobat product (Pro, Standard, Desktop) to set security setting (edit), save pdf ver 9.0

I need to decide on which Adobe Acrobat product (Pro, Standard, Desktop) to: (1) Set security setting to allow review markup digital document, create notes, add/remove sheets (2) save to pdf version 9.0 or earlier (3) save the pdf to desktop to upload to city permit site keeping the security settings and version in tact (per city requirement) and (4) distiller (optional)

Also please send link to tutorial to perform (1) to setup the security settings as specified above (2) save pdf version 9.0 or earlier (3) verify the pdf version (4) setup and configure distiller security settings.

Hmm, let's try and unravel what they say. Interestingly the two requirements DIRECTLY CONTRADICT each other; you cannot make a PDF that please both of them. So I am going with the first.

 

"All digital documents shall be in Portable Document Format (PDF) and compatible with Adobe
Acrobat Version 9.0 or earlier."

Let's take the "or" as meaning it's your choice. So, in fact, all the PDF files you can make with any tool will satisfy this.

 

"Security settings shall allow reviewers to mark up digital documents, create notes, and to
insert/remove sheets."

This basically means your security MUST be set to "no security". Almost all PDF tools will do this.

 

Let's take a little step back though - what format are your drawings in? What app do you use? There is the requirement "You must save documents in a “Vector” as opposed to a “Raster” format ." This is not chosen by Acrobat but by the way you make the original file. IMPORTANT: Acrobat is ABSOLUTELY NOT a drawing program for making building drawings !!

It seems your requirements are all coming from some requirements on a city web site. Sometimes requirements are hard to understand, or even impossible to follow. Why not share with us a link to what the city says, so we can give you more specific advice.

 

Also, please explain your intended use of Distiller.

(1) You (and others) can only add/remove sheets if you do not set security, so that part is easy. Do nothing. 

(2) All files from current version are compatible with Acrobat 9.0. "Or earlier" is very general. You mean Acrobat 1.0? Be specific please

(3) Save as. There are no security settings so nothing to keep intact.

(4) Will you be using Distiller? Anyway, no security.

(2) "Or earlier" - as worded on city upload requirements.

By 'desktop' ... meant standalone (terminology used in the old days)- installed on desktop with no subscription or reliant on Cloud.

That would be Acrobat Pro 2020, then. Note it still requires a (one-time) online activation, though.

Use Acrobat Pro DC or 2020 (and there's no such thing as Acrobat "Desktop").
