Need to create a fillable pdf that is locked before it's filled out. Can this be done?

I have an application for customers that needs to have the text locked so that the text created in the document can't be modified by the customer.  But I need to have other fields in the file be fillable fields.  Can this be done?  Please and thank you!

Bear in mind that a lot of common software will ignore security settings and edit anything any time. Do NOT build a business model on assuming you can stop it !

Can you clarify what text you want locked? Is it text in form fields, normal text on a page, or something else? If it's normal text on a page, you can apply standard password security or add a certification digital signature and set the changes that are allowed, such as form filling.

    It's the normal text on a page.  i.e. a disclaimer of sorts "The above information is true and correct to the best of my knowledge" or "I agree to the above charges".  I need that text locked and the form fields to be fillable. 

    Can I make that happen?  If so, how?
