Need to make a dynamic text field that keeps all formatting above and below

Greetings,

For my job we need to create a form that has editiable text boxes and in certain parts of the doccument alot of space is sometimes needed to explain a situation. 

So far we have been using work with page breaks built it. The problem with this is that the doccument becomes too editiable and things that should not get changed do. So essentially i want to be able to have baked in formatting like page breakes and question that cant be edited. But then also have a text box that will expand and move everything below it down so that it can be printed. 

From my googling this was possible with live cycle pro. Can this be done with any modern program?
