Need to Merge Two PDF Pages Into One Continuous Page

I have a two‑page PDF in Adobe Acrobat, and each page is standard letter size. I need to combine these two pages into one continuous, vertically long page so it prints as a single sheet without any visible page breaks. The background is a light beige, so the final page needs to look seamless with no lines or breaks between the original pages.

I am currently using Adobe Acrobat Pro 2020 (Classic 1), Version 2020.005.
How can I accomplish this in my version of Acrobat?

    If you have InDesign or Illustrator, you could place them on one of those documents.

    There is no built-in function that would do this for you. However, you can likely get what you want by creating a page that is the final size (8.5”x22”) and then placing two interactive buttons on that page. The first button needs to cover the first half of the page, and the second button the second half. You then assign the button face to show the first PDF page, and the 2nd button face to show the 2nd PDF page. Make sure that the buttons are transparent and do not have any stroke color defined - otherwise you will see a border around your images. The last step would be to flatten the page, which can be done either with a one line JavaScript command, the preflight tool, or the PDF Optimizer (File>Save As Other>Optimized PDF

    You start out by making a blank page using Acrobat’s File>Create>Blank Page function. This should give you a letter sized page (assuming that this is your default). You then need to change the page size. For this, select the Crop tool by right-clicking on the page thumbnail, and selecting “Crop Pages”. Here you apply the following:

    Once you click “OK”, you should have your new 8.5x22 page. Then find the “Button” tool by typing “Button” into the tool search bar:
     

    Click on “Add Button” to place a button somewhere on the page - at this point it does not matter, we will adjust the position later:

     

    Click on “All Properties” to get the full properties dialog. We will need to make changes on several of the tabs:

     

     

     

    As you can see, this puts the first button at the top of the page. 

    The “Choose Icon” button may not be enabled after you select “Icon Only” - you may need to switch to one of the other tabs and back. Then click that button, browse to your PDF file and select the first page. 

     

    Repeat the same for the second page - you need to adjust the placement of the button so that it ends up at the bottom of the new page. 

     

    To flatten the button fields, select “File>Save As Other>Optimized PDF” and then use the following settings:
     

    That should do the trick.

    Thank you for the detailed instructions. Do you happen to know of a simpler method? I’d like to share the solution with end users, and this approach may be a bit too complex for them.
