Not able to combine two pdfs signed with adobe sign

You can use a Portfolio, but you can't combine signed files to a single PDF, by design. That is the entire point of a digital signature: to prevent the signed file from being edited.

We are sorry for the trouble. As described you are not able to combine two signed PDFs

Do you get any error message when you try to combine? Please share the screenshot of the same.

The PDFs get locked for editing after signing and we can not make any changes to them. Combining pages is a form of editing. 

If you have, Adobe Acrobat Pro DC, you may try creating the portfolio of the PDFs and see if that works for you. For more information please refer to the help article (https://helpx.adobe.com/in/acrobat/using/create-customize-pdf-portfolios.html)
