Not able to install the Acrobat DC 19.21.20049 getting error ' New version is Already Installed'

I've downloaded this file that takes about 20 minutes several times now. When it's finally done, it says that there's a new one already installed. I've checked w/the registered programs, I've looked for "adobe", "acrobat" and "reader" in the start menu: nothing. Now my way of dealing w/that was to install 2017.011.30152 from ftp://ftp.adobe.com/pub/adobe/reader/win/ but I can't seem to upgrade from that, but it still tells me I already have a new one.

It keeps trying to install for 2019.021.20049 for Win8.1.
