Not all fields are converting to form fillable when using the forms tool
When attempting to convert a PDF file to a Form Fillable, not all of the fields convert to a fillable field. Any hints as to why this would occur?

The form fields detection wizard is quite limited in what it picks up. It depends a lot on the structure of the file. Don't count on it on doing all the work for you. It can provide a good starting point (or not), but the process will almost always require quite a bit of manual editing and adding of fields after running it.
