Once saved as a PDF/A my OCR does not work

My document is composed of scanned pages as well as pages converted directly from Word and WordPerfect.  I run the OCR on the entire document once it is combined.  I save it, make sure it is text-searchable and it works.  I go to save as a PDF/A-1b, It tells me I have to run preflight because it could not be saved as a PDF/A. I run preflight with analyze and fix, and I save it as a PDF/A-2b and it loses the capability to search for specific words, yet I can select lines and copy them. What is going on and what do I need to do?  These are for Court documents, and are required to be saved as PDF/A.

What happens when you search for words?

I'm using Adobe Acrobat Pro DC (I forgot to put that in my original message). It does a search of the whole doc and says that it does not find the word. I've tried multiple words that I know are in the document, that are on the page I'm viewing at the time and it searches all 600 pages, not finding it.  But my bookmarks are still there and it says it's "fixed" all the pages and saves as a PDF/A-2b file. Some files were scanned by me, some by another office. I'm going to try printing and rescanning what the other office sent me, instead of using their scans.  I have to wonder if it has something to do with how they're scanning on their end because I've never run into this problem before. When I scan all docs on my end only and have added docs from Word/WordPerfect converted directly to PDF, it saves fine as a PDF/A-1b file.
