One watermark internally, another when emailed.

See, we want to show that the document is CONTROLLED while still internally saved. What we'd like to do is show FOR REFERENCE ONLY as soon as it hits actual paper or when emailed out to a customer or auditor. Can PDF do that? Thanks, yall!

You can add a "print only" watermark for the first scenario.

For the second you will need to add a command to make the watermark visible before the file is emailed. If you email it from within Acrobat that can be done, but otherwise is quite tricky.
