I have a pdf that I converted from a word document with an interactive TOC.  The user can click on any line in the TOC and it will go to the relevant section of the document.  The sections themselves contain a lot of cross references to other sections in the document. 

I would like to give the user the option of opining each cross reference in a new tab/window rather than jumping to that point in the pdf.  Is this doable?

If it's a link to another location in the same file, then no. If it's it another file then it is possible, yes.
