Operation not allowed

Hi,

We have this issue that I'm trying to upload to a gov website on a document that has the export>XDXF file format.
But whenever I open the file and click on the export function, it will show the error on the attachment.
Its funny cause I have the proper licenses and rights.
Plus I'm using the Adobe application and not on browser.
The function from menu>form options>export to xfdx seems to not be able to upload despite the format.

Need this to work, anyone facing similar issues?

Tried updating to the latest, repair and uninstall.

Nothing works

Any help would be awesome
