Optimize PDF tools won't install

I have Adobe Acrobat Pro DC on Windows 11. I'm trying to download "optimize PDF" from the Tools menu. It's listed in the sidebar on the right side of the window along with the other tools I've downloaded, but when I click it, it says it's getting installed, please wait to use this tool. If I go to the Tools menu using the toolbar, the drop-down says "Open" instead of "Add," just like all the other tools I've added. It's been 5 days.

 

Is this a known bug? Is this particular tool different from the others?

Consider the "new Acrobat" as a beta version, many features are still missing or half-implemented.
