Overcharging my account

Who can I speak to about my account?  I had two accounts somehow.  First I had been using for years without issue.  But recently it would only allow two logins.  So i tried to upgrade and get another licence in November.  This changed nothing.  Finally spoke to someone yesterday.
They amended my account and back dated all my licences to November.  In addition they over stated by one licence.  Then they refunded the additional licence (not yet recieved) and it still states 4 and not 3 licences as of yesterday.  So I paid two months for nothing on all added licences. 
Who can I speak too?
